Slowly, Gov’t Officials Learning How Not To Discriminate…

Californians in the Bay Area will have to tolerate bad traffic on I-238, the congested two mile freeway that connects I-580 to I-880 in Alameda County, for three additional weeks.

Will Kempton, Director of Caltrans, explained that that is the length of the delay in putting out bids because his agency must implement a “wholly race-neutral Disadvantaged Business Enterprise Program” immediately throughout the state.

Caltrans will continue to identify disadvantaged businesses when awarding contracts, but race will no longer be considered a factor in whether a business is deemed disadvantaged.

Imagine that! A business can be “disadvantaged” even if is not owned by a minority or a woman, and every business owned by minorities or women is not necessarily “disadvantaged.”

Well, what do you expect? California always was a) ahead of the curve or b) weird….
