Does Prop. 2 Bar Preferences Based On Nationality?

The Michigan Civil Rights Initiative, now part of the Michigan Constitution, says, among other things, that universities may not

discriminate against, or grant preferential treatment to, any individual or group on the basis of race, sex, color, ethnicity, or national origin.... [emphasis added]
Does this prevent the University of Michigan from doing a deal with the People’s Republic of China guaranteeing up to five post-doctoral fellowships to Chinese nationals?
