discriminate against, or grant preferential treatment to, any individual or group on the basis of race, sex, color, ethnicity, or national origin.... [emphasis added]Does this prevent the University of Michigan from doing a deal with the People’s Republic of China guaranteeing up to five post-doctoral fellowships to Chinese nationals?
