In 1998, by a substantial 58% majority, voters in Washington state passed Initiative I-200. It barred all governmental entities
from discriminating against or granting preferential treatment to individuals or groups based on race, sex, color, ethnicity, or national origin in public employment, public education, or public contracting.
Nevertheless, as discussed here, here, and here, Washington officials ever since have been ceaselessly trying to escape, avoid, or ignore the new constitutional mandate.

the city of Seattle tried to counteract the anti-affirmative-action constraints of Initiative 200 through the Boost program, spending $1.7 million to get minority contractors just 1.4 percent of the work on seven large city construction projects.
The City Council quietly killed the program late last year as it drafted a 2005 city budget, deeming Boost a bust.
Defenders of racial preferences often attempt to minimize their impact … except when predicting the dire consequences of their elimination. A good measure of how pervasive racial preference was in Washington state contracting is that the 1.4% of contracts that went to minority firms under the Boost program (3.5% went to women) is, as sthe SeaTimes article pointed ourt, “a far cry from the 30 percent of overall city construction dollars that went to women and minority contractors before I-200.”

Any idea on why minority contractors get less projects without affirmative action? I’m a bit confused, since I doubt that there is actual real discrimination in play here, why can’t they get these projects without a leg up from everybody else?

There may, despite your incredulity, be discrimination. There may be past discrimination which has hindered them from starting up and now the preferences are designed to overcome the barriers to entry that may exist in the imperfect market. Off the top of my head.

Except for the fact that the American Eugenics movement was based on hard core racism, and individual rights of minorities, blacks in particular, were thought of as much as the justices in Plessy vs. Fergusson.
There are still people who believe in Eugenics today, as witnessed in the Gene Expression blog.

Saw a news report a bit ago about a new black sherrif who’s first official act was to fire all the white employees of the sherrif’s department. No doubt this is just what Cobra would do in the same situation.

Well of course he does — haven’t you followed his comments here? Whites deserve to be suppressed, repressed, and oppressed, simply because of the color of their skin.
Oh, and by the way, the heroes of the eugenics movement tended to be “enlightened” liberals who morphed into supporters of massive birth control and abortion to “help” blacks by limiting their numbers. Look into the history of Planned Parenthood and its foundress, Margret Sanger.
And the reason some of these all black companies don’t get contracts without Affirmative Action is because they don’t do good work. I recall a case in chicago about 15-20 years ago in which a minority contractor at O’Hare couldn’t meet deadlines and was billing for cost-overruns due to its shoddy work needing to be redone to meet code. When the city tried to cancel the contract, a judge ruled that the city had no right to hold a minority firm in the AA program to the same standards as white-owned companies because their inferiority was the reason they needed the program in the first place.
Cobra, that’s quite a comparison, but you have it a little wrong. To compare racial discrimination to cancer is to say that discrimination is a cancer, right? And you’re giving the person MORE cancer to kill the cancer they already have.
See, discrimination to solve discrimination isn’t like using chemotherapy to destroy cancer, because chemotherapy and cancer aren’t essentially the same thing.
