Brainless Busing, Dumb Quota
Hundreds of black students are being bused out of their neighborhoods in St. Petersburg, Fla., leaving a number of brand new schools only two thirds full while frustrating the desires of many bused students to attend the new schools near their homes. (Link via OpinionJournal)
Why? A legal agreement with the NAACP Legal Defense Fund that limits the new schools to no more than 42% black students for four years.
This is not only a quota; it's an exceptionally dumb quota.
