Non-Legacy Preferences For “Regular People”?

As noted by Juan Non Volokh, Sen. John (Regular Guy) Edwards wants to eliminate preferences to legacies in college admissions. He is untroubled by preferences based on race.

Eliminating preferences for legacies, standing alone, seems suspiciously like legacy neutrality or even legacy blindness. Shouldn’t a “regular people” advocate like Edwards favor affirmative action for regular people, such as preferences to applicants who aren’t legacies?
